SUBJECT: La Puente Expenses
Mayor David Argudo and Councilman John Solis DO NOT have auto insurance. They do NOT and HAVE NOT complied with the city's auto usage policy but STILL continue to receive a auto allowance of over $400 per month. The policy states that they must submit their drivers licence AND insurance card in order to receive the auto allowance or receive mileage reimbursement. They both receive an AUTO ALLOWANCE and submit claims for MILEAGE REIMBURSEMENT, yet have NOT shown proof of a drivers licence or auto insurance - or even if they have one or the other. It is believed that Argudo and Solis DO NOT have auto insurance, and instead have found a way to get around California State law (auto insurance requirement) by claiming that the city's JPIA Insurance coverage is "good enough" because they are "always" on city business. This obviously is bogus. The JPIA coverage only applies to city vehicles and the drivers using them when on City Business. Since Argudo and Solis use their personal vehicles for both CITY and PERSONAL business, they must be covered personally AND by JPIA. Whats worse is that they: 1) are being covered by the city's JPIA Coverage WITHOUT complying with City policy AND 2) can not (refuse, actually) to show proof of a driverse license and auto insurance. Are they breaking state law? Why do they refuse to show proof of insurance or a drivers license? Why do they continue to accept the city's auto allowance of over $400 per month?
